You can have them arrive at Bandung, with a durability of 1 (minimum building requirements, I think, and only a very small impact on HI) Have an upgrade option the same date as the arrival (or sooner), with no shipyard requirement, and a minimum delay of 0. As long as the tonnage doesn't change, and the speed doesn't change, the ship should be available the next day. The upgrade should change the durability to whatever you want for the sub. I think you could also do this as a conversion, and have it availiable the very same day. I didn't test it, though. It happens with the ML/MGB British ships, though. You would get your German sub with a very small committment of HI from Japan. The only possibility for fail is if the Allied player port bombed the base the turn you're trying to do the upgrade. It'd be easy pickings from a single hit. But, if you went via conversion, you might have the ship ready to sail the very same day. It's also possible that changing the durability gives the new ship a lot of float damage. I think it's based on tonnage change, not durability change. Again, I haven't tested that part specifically. bc
