A couple noobish questions I'm sure so please bear with me [;)]

As Japan, I have just taken San Fernando in the Philippines, a size 3 airfield. It is 9 hexes from Takao, where all my air HQs are. I have air transported part of the 5th Air Div (from Takao) to San Fernando. 5th Air Div has a command radius of 4 hexes.

I have about 60 av support on San Fern and over 50,000 supply. The fragment of 5th Air Div I transported over ONLY has av support though, the bulk of the HQ with the torp ordnance button is still on Takao. So will if I base a Nell/Betty unit on San Fern will it be able to use torps?

If an airfield is size 4 or larger, does it still need that HQ with torp ordnance to be around or in range? Or is it only a must for airfields size 2 to 3.

Also, when a HQ's command radius is say 5 hexes does that include the hex it's in?

Normally, I would say no, since you are out of range of the air HQ.  Since you are splitting the HQ, my experience has been the fragment does not function as the HQ and will not have torpedoes.  In your case, the game does not list any torps in the fragment hex, so I would go with that.  Lets see if others have the same experience with HQ fragments.

HQ's first hex of range is the hex it occupies.  So subtract by 1 the range radius.  a 9 range HQ is 8 hexes plus the occupied hex.

No, fragments of air HQs do not "unlock" torpedoes.

No, you still need a unit with the torpedo ordinance in its TOE within range. See chapter 7.2.1.10.2.1 of the manual for details.

Yes. An HQ with a range of 5 covers the hex it is in, plus the 4 "circles" of hexes around it.

I wonder then, what if I have a Air HQ for Japan, and buy 100 Torpedoes for a Reserve, then move the Air HQ to another base, would I get to keep my torpedo reserve?

I am not sure this is true. For ground units at least command range of 1 means the hex HQ is in and 6 surrounding hexes. I am pretty sure this was confirmed by dev as it was very important bit of information for me so I remembered it right away and started playing according to it, which I wouldn't do if the information seemed uncertain.
I'll try to find that post.

In the same game, 24th Air Flotilla (command radius 1) is at Kwajalein, AF size 1 and Roi-Namur is a size 4 AF but has only a fragment of 24th Air Flotilla (no torp ordnance). Roi-Namur is one hex away and command radius for the HQ is 1, but I'm still able to fly torp missions from Roi-Namur with Nell/Betty.

Or is does the command radius of 1 extend to bases ONE hex away?

Well, that's strange... I am looking now at my PBEm and wonder... I have 24th Air Flotilla with command radius 1 at Tassafaronga and when placed the torpedo bombers (Kates) at Tulagi (LVL 2AF, 1 hex E from T) they are not able to make torpedo attacks... [&:]

In WitP a range of 1 meant only the hex the HQ is in. I'm quite sure this is true for AE as well.

The 24th Air flotilla HQ starts on Kwaj. It has a command range of 1. The betties on Roi Namur, 1 hex away, can use torpedos.

I,m not 100% but the supply and reserve go hand in hand. When I use the HQ's I usually press the torp button (which usually starts at 100 torps) then by expending the supply, it increases in lots of 10.I do this where I have lots of betties/nells.
I have seen both supply decrease at the base and the torp level go down when aircraft use them so it does kind of have to keep maintained.

All command ranges. In older versions of WitP, command range was calculated by including the hex unit was in, so command range of 5 really did mean range 4. It has been remedied in WitP 1.806 and AE.
