The IJN gets barges (AGs) fairly quickly. They don't get PT boats.

The USN gets PT boats steadily, but it takes until 43 before their barges (LCVPs and LCIs, actually) are available.

Although "XPav" already answered there is also the "Ship
Availability" screen which tells you how much PTs and barges you
can produce when they become available in game.
