Um.......the file you downloaded......is it executable? Just start it and follow the prompts. Is it a zip file? Just unzip the pig and manually move opart3.exe to your TOAW directory. I'm posting a picture to show where opart3.exe lives.
EDIT: I have renamed the various flavors of opart3 and have constructed shortcuts to all of them.
