For newer colonies, you're pretty much not going to really be able to get any tax revenue - they need to develop and grow first. Cash jumps around because Resort income, Ship building, and Spaceport revenue are variable. Your Fleet may be just sitting around because you have other ships in the system which have already picked up the intercept mission. You're sure the Fleet is set to the "Engage System Targets"? I think there's three or four different settings.
