Both sides are impacted by weather. However, there is a set of first winter rules that impact just the Axis.

Non mountain and non Finnish Axis units get hit with a variety of penalties starting in December of 41. Combat value reductions, morale reductions, disruption, etc. Very nasty. Effects diminish over time, and go away entirely in March of 1942.

The Soviet doesn't get any bonuses, he hardly needs them. As a sort of shorthand the game doubles the displayed value of Soviet CV, but the real CV effects are going on with the other side.

As for how to handle the first winter, well, that's a subject of fierce and ongoing debate. The Soviet strategy is pretty well settled by and large, and to some extent dictated by how badly the German overextends himself.

Note, this refers to the first winter only. Subsequent winters are "normal."

Snow and blizzard conditions affect both sides equally after 42. Mostly this is a question of increased movement costs and certain terrain types freezing over (swamps and rivers.)

And longer supply distances while tracing through various bad weather. Bad to be far from a railhead in mud.

Are the first blizzard effects the same for all of European USSR? Logically, the weather was not so severe in the south and German offensive operations might be practical if the rails can catch up.

I believe there are weather zones - (if so, I believe you'd have the potential to get rain in the south, while it may be snowing in the north). Please correct me if I'm wrong here.
