I am playing the Ironman scenario as japs vs the AI and have invaded New Caledonia. However, none of Jap troops in the invasion force can initiate combat with the French Base hexes. Any suggestions?

ummmm. ironman is meant to be played as the Allies AGAINST Japan!

But other than that, what you said is very interesting - in my game (as the Allies) Japan invaded with a division+ at Koumac and marched to a virtually undefended Noumea (maybe a total AV of 12 defending?), but never attacked. Months later i built up a huge assault force and destroyed all the jap units, but i did wonder why they never attacked. The answer to your question may answer mine also...

If you have a save where the this is happening, it can be looked at.

Vichy France is technically an Axis ally of the Japanese. This may be why you can't attack them.

Vichy didnt control Noumea.
