I opened the 41-45 main campaign and saved it under a new name. I can edit axis units values and when I load up the scenario to play I see values exactly as I put them in but when I edit soviet units I do not see the values I put but rather the values under exp, rdy and dam seem to be randomized, the question is why?

Randomization is part of first turn surprise.

Another way is to set scen start date to 23-June-1941, but this leave Soviet w/o First Turn surprise.

I'm more than capable. I did find the surprise rules and all is good.

Yep I wish there were check boxes in the editor that would allow me to select what kind of surprise rules I want.
