Hi Patrick, It's not normal, it's only a quick way of clearing an order that has gone to manual review because of something triggering the anti-fraud check. The vast majority of orders do not go to review and the download is immediately available. Please note that Digital River also sent orders to review and it was harder to get them out of review than it is with Plimus, but Plimus is better at flagging orders as far as we can tell, so perhaps slightly more are going to revew than previously.
