The 'upgrade/do not upgrade' button was added in an earlier patch to enable a quick turn on/off switch. IIRC originally, you needed to go into the upgrade screen and press the 'do not upgrade' button there. So 'depending on your point of view', you either save a click or two, or you need an extra click or two.[:D] [:D][:D]
