Re Airbases, yes they can be moved normally; there has been discussion about the amount of infrastructure needed to support air missions, but the consensus is they were mostly grass airstrips, not concrete based runways. Re supply, at the end of each turn, press "c" to access the commander's report then sort the report by the DtHq column; every negative number you see means a unit is out of command/supply range. move these units into command range. Other than that, keep converting rail lines and keep your HQs in a position that is as close to the rail head as pos,sible but that keeps attached units in command range. In the early phase of the campaign you don't have to worry about vehicle numbers; from December onwards, you may need to put quiet sectors of the front into static mode to free up vehicles.
