Am I correct in thinking that the range of my air units in hexes is their "radius" divided by ten?

I wish that something as important as this was explained clearly and at the outset, instead of being buried in a section of the manual entitled "Air Group Unit Commitment System". The range of my air units in hexes is strangely missing from any of the visible numbers.

Another question: Is there any penalty for moving your air bases and air groups each turn? Will they operate just as efficiently as they would if you left them in the same place?

Aside from consuming more supplies/fuel, increasing changes of vehicle breakdowns and decreasing miles flown, there's no penalty for moving air bases each turn.

The range is indeed the radius divided by 10 most of the time, depending on the rounded total you might get an extra hex from time to time. Note that the strike range is calculated from the staging air base, not necessarily from the air base the air unit is in.
