If you're asking about realism, I think that they are not all dead. Both dead and injured are in the same statistic. When I say injured, they are incapacitated and cannot fight the war anymore. If the injury is minor and they can still get back into the fight into the future, they are classified as disabled. If you're asking about why there are casualties even when there's no attack, units in contact suffer attrition. This simulates small scale action while there are not major offesives being undertaken. I believe this is a good game mechanic and reduces the necessity to order attacks for each and every unit in the front like The Operational Art of War. If you're asking about the proportion, then that's just the way it goes. Soviets are inferior and the combat value of a Soviet Corps is roughly equivalent to the combat value of a German Division.
