How come totaly isolated cities gets evacuated?

The logic behind evacuations from isolated cities or population evacuating to what would seem to be unlikely locations has been questioned a few times, so the developers are aware of the problem.

Original question seems to be not about unlikely locations, but manpower movement from isolated cites.

Manpower location in particular city in fact is abstracted and represents population distributed over large region. Also to simplify the evacuation process, actual event in game kicks in when enemy attacks or captures the city, when in reality it would happen long before. With all such approximations, the fact that population can be evacuated from isolated city is expected and currently is not considered as a problem.

OK, what is then the logic, idea behind units getting shattered, routed  when isolated and moved outside the circle?

Is it dependent on the density of the circle?

I know now the way to go is to have them isolated for one turn then make them surrender.

Is this another question? Routing units are not quite related to the evacuation of civil population.

There are some known issues when AI can escape "formed" pockets. We are testing the fixes for them.
