I'm running a scenario from April 1942 as the soviets. I sent a few gun brigades (you can only build 76mm field gun brigades in April 1942)
to back up the front in the south. But there has been so much mud that the Axis are pretty inactive and the brigades haven't been used so far.
The Croatian motorized and the 1SS motorized wandered into SW Front Defenses and were apprehended en mass, but that was just very odd. The real key to breaking into the Axis defenses seems to be to hit a Luftwaffe Jager Regiment with a modest attack and then plunge with Cavalry through the mud and forests. Pretty soon, supplies are raining from the skies into the slush to all the Luftwaffe Jagers' former friends in the neighborhood. I'd like to use the gun brigades, but so far they've been inactive.

Don't bother with them. You have better things to spend your APs on with corps upgrades. Wait until arty divisions come around. 5 APs buys you a half rifle corps, a motorized or mechanize brigade (which can later upgrade to a mech corps), a quarter of a tank corps, etc. These brigades just aren't that cost effective compared to the alternatives.

The only artillery brigade worth building is the heavy rocket one, as it packs quite a wallop. These indeed are comparable to tube artillery divisions. (Rocket artillery divisions are crazy strong.)

Well, I just built 2 I think. April 1942 is kind of an odd time for the Soviets. In the mud they can still keep making small attacks on the Axis, but I assume the Axis AI will launch some kind of offensive soon, so they can't do anything too ambitious.

If you're worried about German offensives you should be saving up APs for rifle corps, not arty brigades. This is imo the single most important upgrade in the entire game for the Red Army. And I'd be building some amount of tank corps for the same reason (they can, with some care, be used against overextended pazer spearheads. Although for much of 1942 their TOE leaves them very understrength.)
