... after I purchased the planet with the space port from them.
After purchasing a colony with a spaceport from a rival empire, there were still some of their ships coming to that spaceport for retirement. The AI should retarget such retirements to some other spaceports under their own control.
I only realized this because I was gaining a tech advance from one of those retirements [;)]
Edit: Actually, I cannot be sure there is a real issue here. First, I cannot rule out that the ship I got the tech advance from was already in space yard retireing at my newly acquired spaceport by the time I purchased the colony. Second, I did not follow those ships I noticed where headed to that spaceport for retirement when it got my attention. They obviously weren't retargeted for retirement at the time, but I didn't check what became of their orders when they finally reached the planet. There certainly weren't any more tech advances from that side.
