Well I think they pretty much solved it in the case of the Finnish with no go areas. Maybe a similar approach to the Romanians and Hungarians (possibly Bulgarians, Croatians and Vichy if ever included) could work. This in essence has already been implemented already with the minor axis line that prohibits them from going into central Russia (let alone France!) The Italians are a bit of a problem in the sense that they had ample resources and were not really tied down to any one front except the Mediterranean, which could easily be garrisoned with half the Italian army. Also the Italians have a decent indipendent war production of aircraft and afv that could help. Tieing them down though would be too much especially since they provided substantial forces on peripheral fronts/garrison duty and hardware for several Axis minor allies. It will work as long as we don't have American armoured divisions operating in the Ukraine or Red Army infantry shoring up el Alamein! [:D]
