15.6.2.2. COMMAND BATTLE CV MODIFIER
In order to simulate both the difficulty of coordinating attacks with units from different
organizations and the ability of an attacking force to exploit the boundaries between different
defending commands, the command and control organization, i.e. attachment, of the combat
units participating in a battle can negatively affect the overall CV of both the attacker and the
defender. If all participating combat units are attached to the same headquarters unit, then
there is no CV penalty. If at least one combat unit is attached to a different Corps headquarters
unit, there will be a ten percent reduction in overall CV. If at least one combat unit is attached
to a different Army Headquarters unit, there will be a twenty percent reduction in overall CV.
Finally, if at least one combat unit is attached to a different Army Group/Front headquarters
unit, there will be a thirty percent reduction in overall CV.


We talked about this in another thread and i remember someone was unable to find it. I just thought i'd share. Looks like attacking with units from the same HQ is always preferable.

Just looking for some clarification on this rule. If a reserve unit is attached to an army HQ,which,for example has 3 Corps,
then there would be no command battle modifier penalty if the unit was able to participate in a battle involving one of the 3 Corps?

In my understanding the penalty applies only to the unit which is out of chain of command. So the units attached to commanding HQ have no penalty, whereas all other units do have penalty proportional to 'how far' in chain of command they are. So with the reserves, the reserves if are not attached to commanding HQ will have their CV reduced, but not the units which are attached to commanding HQ.

That may be the intention but it certainly doesn't always work out that way. If the HQs you bring to an attack are stuffed full with arty and engineers, you may well find, in both offence and defence, the more HQs the better.

But when panzers from 3 corps (and some from different panzer armies are mixed), beware - an equivalent of at least 1 panzer division is not counted in the CV...
