I weathered the 41 Blizzard and now my units are in need to rebuild. Some routed units even more so. My question is can an unit refit even if it in the front line. Should I pull it back at the rear to do so. Same goes for Unprepared units. Also why do same playes adjust their TOE's downwards?

Not enough experience to say for certain, but believe off the line on a rail line is best for refit. (Good supply, no front line low level attrition, etc).  As for adjusting TOE down, it means those units won't restock above the specified %, which means that equipment that might have gone to this downgraded unit is available to be distributed elsewhere. Handy if you are trying to build up your forces in a specific area. Eg: Set AGN units to 70%, so you can accelerate beefing up AGS for an offensive.

Can you set TOE on a Corp or Army level to influence all units underneath it. this will save the us the tedious task of doing this one by one.

Yes. Select a HQ for a Corps (or Soviet Army) and then click "Show Subordinates (CR) and then set it with the Functions on the right (MAX TOE%), you can also set support level and refit/reserve from the CR as well.

REFIT mode does not affect combat ability.
This just means the units get priority in getting reinforcements.

But I suppose it's more efficient for units to get replacemenets in the rear since they are not immediately exposed to attrition.

Setting TOE percentage diverts replacements stops a unit from getting replacements at a certer percentage. 
This is another way of diverting replacements to those that are in need.

This is kind of good to know. I always thougt that refit weakens my combat ability and pulled those units away from front line.




But still take note that it is still more efficient to refit in the rear and on a railhead. They can virtually replenish in one turn if you have enough replacements.

Setting a unit to refit does not affect its ability to fight, but the amount of replacements a unit will draw is based on its distance from its HQ/nearest rail-head, so pulling it off the line can still be beneficial.

In the blizzard I put every unit on refit, and the routed units I get back to a rail head as quickly as I can for a hot soup. On a railhead a unit can get back to full strength in 2 weeks.

I just try to get every warm body I can to the front line. Those out of the front line will get more and those on rail heads will get the most.

I would think Mountain Units would be priority #1; set them to REFIT, everyone else on Normal. You definitely want Mountain Units to stay at Full-Strength

Yes and no.

If he pulls units off the line and places them into railheads, those units will get more reinforcements than the ones that stay up front, because their supply situation is better.

However, I do believe you're correct insofar as it would be the same as setting everyone to ready.

It kind of defeat the purpose of setting every unit to refit mode as far as I know what I read from manual those units in refit mode gets priority for equipment upgrades and handing this priority for everyone make sure that your most important units are not going to get butter and better guns first.
