If the German player doesn't go south to the Romanian border on turn one is it wise for the Russians to attack south to activate them?

Well since they activate on turn 2 any how. Question if it does any difference.

In my experience, only a few itialian units activate in the south if the link up isn't made? So its an extra turn for the southern forces? How bad can that be?

I would say no. It is far more advantageous for the Axis coming out of Rumania sooner rather than later. 

Also, I don't know how the exact rules work (would have to look them up), but there are quite a few Rumanian units that are frozen for an extended period of time. Attacking into Rumania may well free those units up so you would have that much more to deal with.
