The crunch time comes in mid 42. You're going to be struggling to keep under caps with Fronts for a while. But it gets better. Overloading is bad news. Don't do it you can possibly avoid it, I'm not going to run you through the formulas, just trust me on this. You should always be able to contrive to keep armies under the caps. Fronts will be more difficult to keep under cap until you fully transition to corps. You may want to keep "excess" units unattached to any Front that brings them over capacity and indeed build those as reserves.
