Depends on the zone and whether you are playing non-random weather or not.  See pages 286 - 289 in the manual.

Starts on t25 and goes 12 turns if historical weather. Currently the game mechanics have it long and cruel for axis player. Expect to lose about 100k men on average a turn to attrition. Will get worse when the sov player starts attack and isolating (easy killing 1CV units next turn) your units.

Yep lost 190k last turn, i dont expect to ever bounce back from this.

Some of the worst winter turn rules are moderated in January, and then moderated some more in February, so by February things aren't as bad. Unfortunately, some of your units may be in bad shape by February so you may not always notice that things are getting better.

December is horrible, no matter how hard you prepare. Attrition will step down some as Joel says, but it still hurts.

The first winter lasts forever, unless you are playing the Soviets.
