One thing I have noticed in watching attacks is that ground support when it happens hits only one target. This is both good and bad. It can even be a unit that isn't participating in the current battle (again that can be good or bad depending on the situation) if that unit happens to a hex where an attacking unit is.
But it would make more sense that the actual air support is spread out more. I would suggest that each plane formation from an air base participating selects a target individually. If there are a lot of bombers flying from a single group then each say 10 planes should select a target.
Ground support would then not pound a single target into the ground but hit all targets in the hex somewhat, this seems more realistic to me and I think overall it is more fair to both sides.
