It's really just a small thing, but I'm not sure its WAD or if its a minor bug:

I've been noticing in the races.txt that the "special governments" numeric values
show up correctly as already player-modified when choosing a given race at game start-up,
but not so when a player modifies the "preferred government" start-up; in this case
the last government type the player has selected from previous start-ups is shown
by default every time.

That is to say, although for example you chose to play the Galactic Empire in a Star Wars mod,
and have selected "Despotism" as preferred government start-up and "Way of Darkness" (hehe)
as special government set-up, the "Way of Darkness" will always show up default when selecting
the Galactic Empire; but when you choose to play the Rebellion Alliance as pre-selected preferred
government setup "Republic" (scum, hehe), with no special government setup, the last player manually selected
preferred government setup prevails.

So with this, I noticed a bit late in the day that as playing the Rebellion, it had a "Despotism"
startup government from when I was playing the Empire before... hmmm...

WAD or minor bug? [8|]
Hmmm... didn't know that the Dark Side of the Force was THAT influential... [:D]

Hope I can explain this area clearly - it's a little tricky [;)]

As you mentioned, in the races.txt file there are two settings affecting government types for a race:
- Special Government: this setting defines a special government type that the race can have in addition to the standard government types
- Preferred Starting Government: this setting defines which government type should be selected by default, if no other government type has previously been selected for the race (e.g. government is "Random")

Note that the Preferred Starting Government setting only applies to the grid in the "Other Empires" screen - it does not auto-select your government in the "Your Empire" step of the Start New Game screen.

Also note that the Preferred Starting Government will not be set if it is a special government type and the race does not have this special government type enabled (in the Special Government setting).

So in summary: the Special Government setting allows you to set a possible government type for a race (that may be adopted at a future time after the game starts), while the Preferred Starting Government setting defines the government type usually used by a race at game start, unless something else overrides this, e.g. a different setting from a previous game.

Note that if you set the Special Government for a race you would usually also set the Preferred Starting Government to the same value, to ensure that the race used that government from the outset of the game.

Oh, my goodness, what a kind response to my obvious ignorance! [8|] [;)]
You may well have taken note of my inquiry but ignored it, since
there are more important things to patch (like all the special component techs at start-up,
for example, hehe [:D] ).
