I posted a problem with a possible factory evacuation bug before but I found one of a slightly different sort. Playing with 1.03 Beat 2. On Turn 1 as the Axis versus the AI, I thought I had trapped the 4 Heavy Industry and Armaments factories in Minsk. 3 of 4 rail lines were cut with pending friendly control hexes, and 2 hexes of the the 4th one to the southeast was adjacent to a panzer divison. Also, I had a panzer divison adjacent to Minsk itsel, which by itself should have prevented any factory evacuation (hex not part of the rail supply grid). However, at the beginning of Turn 2 the factories were gone. I re-loaded and put Soviets on player control. I could not evacuated them as a player but I re-loaded again and let AI do Soviet Turn 1 and they were again gone. Changed Soviet to player control and immediately ended Axis turn and observed Soviet factory situation. The still had 236 Heavy Industry factories and 370 Armament factories, the same as Turn 1, and there were 4 of each factroy type with 47/48% damage in Chkalov that had just been moved there (along with 8 Armament also just moved from Vsevolzhsky I think). WAD to give AI an advantage?? Here is the SS around Minsk of the end of Axis Turn 1:
