From my (less experienced than 2ndACR's) perspective, it's Level 2 forts that are always worth re-considering your Hasty attacks. For less experienced folks like me, remember this, too about your Hasty attacks: if your HQ hasn't moved and you're within 5 hexes, SUs are available. That makes a bid difference to me. For deliberate attacks, you only need to be within 5 hexes.
