I am nonplussed by this situation. In the Guadalcanal scenario (playing Allies in a PBEM game) I wanted to strategically move MacArthur to PM. After the packing delay my Transport TF could not load him. So, I returned him to combat mode and planned to send him via amphibious TF. That didn't work, either. So, I've got him marching to Townsville. If you note in the screen shot of SWPAC HQ, you can see that it is not static and has a load value. So, what am I doing wrong, again? [&:]

SWHQ is "restricted" in this scenario.  It means it can't be transported by sea or air, or change its higher HQ. You can see that as the HQ line is full white, non-clickable, opposed to a yellow, clickable line in other units.

Thanks, Ambassador, for pointing out the obvious to me, which I neglected to note. I was focused on the static thing. Well, I'll keep him marching to Townsville, anyway, he needs the exercise.

You could transfer PM base to Southwest Pac and Air Trans the Hq to PM. I'm pretty sure you can, anyway.
