If an enemy unit is airdropped in an empty city, does it destroy the factories?

The Manual says that units can only be airdropped on a hex vacant of enemy units. Combat units or any units (HQ, airbases, etc)?

Is this a real threat that somehow forces us to garrison all industry-relevant cities and towns?

I dont think you can really damage the Soviets production. Its really difficult to exhaust the armaments/manpower pool later in the war.

Maybe if you dropped on Leningrad and took out the AFV factories it would be worthwhile.

There are some big tank factories that if you can take them out will really screw the Sovs in the long run. Leningrad has one, but also Kharkov and Stalingrad. AFV production, unlike many other items, is highly concentrated in a few sites.
