I had captured a planet in an opponents home system (not his homeworld). I had about 20 robot ground troops there after the initial invasion. The planet rebelled 2x, reducing the robots to about 14. Then, a couple months later, I got a message that the planet had a revolution and went back to the previous owner. I checked the planet and there were my 14 robots working for the enemy.

This seemed strange to me. Anyone know what happened "under the hood"?

An enemy agent. If you check the agent missions you'll see it available.
Afaik it would still have to be a rebellion and not a revolution, a revolution will affect your entire empire. You should keep an eye on the approval level of such newly captured worlds as the proximity to the former owner, race and other factors tend to favor defection even without the agents encouraging them. I for example will lower the taxes to 0 for them, place more troops (although in your case this part seems ok) and, more imporantly, build a SSP with medical and recreational facilities to make them happier and more stable under the new managament [:)]
