My LI Pool is stuck, its locked.

I increase LI but the pool is static locked to same nr. (xx) is this Normal?

Light industry's only output is supply points.

The LI pool doesn't operate like HI. LI spits out supply. So the more LI you have , then in theory the more supply. Assuming of course they are all producing.

There is no purpose. I assume it is simply a graphical bug.

What side are you playing? Increasing LI is a mistake, you really don't need to, it consumes way too many resources.
There may be a few spots on the map where you may want the added supply but I am still working that out for myself.
