As mentioned elsewhere, ships do not protect their home ports if they have been sent on a mission. So the Austrians can lose Trieste easily if they sail and fail to at least contest the Eastern Med. Ditto the Russians with Petrograd in the Baltic. After a lot of testing, it appears that the protection fleets provide to the home port when they don't sail does not include damaged squadrons. My most recent test had the Russians send out its PD in the Baltic and it took only four hits from the German fleet and went home. I waited for the next turn to be sure it was back in Petrograd and, sure enough, I (as CP) could amphib the city even though it had the entire Baltic fleet sitting there with only one slightly damaged ship. Since AI plays by different rules then we do, it is hard to tell, but it appears that if you take out ALL a country's ports that its fleets get scuttled (i.e., for Austria, take Trieste and you no longer have to worry about their fleet -- tougher for Russia, since you have to take out Riga, Narva and Petrograd and if they don't sail it is a long and difficult march to take Pgrad by land).
