Is there a max range that Kate's will carry torpedo's? In effect, if I give them their max operational range will they fly with torps or change to bombs?

They carry torps up to normal range which is 7. Further than that and its bombs.

You can check plane statistics in lower left corner, at air unit screen. It states what loads are used at normal, and extended range.
Also, when you set mission to Naval Search, you can see what type of bombs will be used against ships. In most cases it would be SAP bombs, but sometimes there are only GP available.

And remember, that to carry torpedoes they must be available. Either from CV, or nearby Air HQ.
