In dealing with the C&C issues, overloading, range, etc., WitE takes a pretty abstracted approach- HQ's of different levels have set 'command ranges', and fixed 'command limits'. This is a relatively straightforward simplification that works for the most part, but leads to distortions like having field units operationally controlled by high commands, and shuffling units to relieve 'overburdened' commands.

How about if HQ's have the command limits and ranges they have now as a base, but they could be increased with the attachment of communications battalions that increase the command range and/or capacity? You could then assign these to HQ's to customize their capacities to a certain extent.

+1 Command and control is sorely lacking in the game.

+1 from me.

I would like to see variable ranges and CP allocation perhaps based on the admin rating of the leader. A good admin leader can command more units, a poor one can command fewer units.

While we're at it, increase (or decrease) the overall number of admin points based on the admin rating of the leader at STAVKA/OKH, or perhaps a combined rating of the front/AG HQ leaders and the STAVKA leader. So if you have Zhukov in command at STAVKA you're sacrificing using his ability on one of the fronts but you gain additional APs in exchange.
