I'm in Spring 1942 and have 600+ FW-190s in my pool but no units that use them. And when I try to manually change fighter units I don't get the option to re-equip them with the FW-190. What am I doing wrong?

Which version are you playing with? The later versions (1.03 beta's) have changes so that the correct units can and will upgrade/be able to use 190A's.

I'm playing with the official 1.02 Patch. Is this a known bug in that version?

Nope, not a bug but they opened up a lot of units for them and changed the FW190 start date to Aug 42 IIRC. You really need to apply the latest Beta patch to get rid of 2 really big bugs.......the TOE upgrade bug and replacement experience bug.
