One hint - if they're blockading a port, if you have fighters, manually launch them. If you don't - refit to a design which has a few (I'd suggest 3-5) bays - then launch the fighters when you can. It seems the port won't fire its weapons at blockading ships, but the fighters will engage them - allowing you to blow up the blockading ships without incurring diplomatic penalties. Ya, it's sort of a cheat. But blockading seems to be buggy - the diplomatic penalties for blockading seem disproportionally small. If the AI is being a pest with this might be worth trying.
