I set all my art to 80% TOE just after the blizzard. Went to check OKH and they were all there with a TOE of 100% for most of them. So when I change TOE to they all go back to OKH?

when you set a TOE max that means it will rebuild to that limit

Any which are above the limit will stay there until attrition,battle loses make them lose strength

Setting max TOE does not move an artillery support unit

Do you mean the MAX TOE setting has been reset or actual TOE was 100?

I set the max toe to 80% and the actual toe was 100% They were at 100% when I set the max to 80%.

It is a bug which is fixed in 1.04.

Max toe setting doesn't bring equipment/mapower to the pool.

Ok but that is not my question they all went back to OKH.  So if I set my max toe to 80% and my units are at 100%, as they take losses they shouldn't rebuilt past 80% correct?

Yes, they should stay ~80%

you probably clicked on support level

then clicked cancel

which reset all HQ's to 0

which then sent them all back to OKH

Don't know what is you support levels. I could happen if it is not locked and lower level HQs have low settings.

Thanks have to check next time I get my turn back.  Reset TOE to 100%,  I don't think I changed the support levels since the beginning of the game but will check.
