Not sure if this is an artifact of the 1942 start, or something just wrong with the air model (not bloody enough maybe), but.

I started a 1942 game as Axis vs AI Soviets.
It is now august of 1943.
I have taken no new major cities (although I did run up the body count quite a bit).

The red air force currently has > 20,000 planes (18k serviceable).
I have about 3500.

That's a lot of planes.

Don't know when it was started, but there was a production fix for the Soviet U-2 recon and transport variants.

They had a huge pile of warmaking capability. And what they didn't make, lendlease sent. I've read that Sudebaker became synonomous for "truck" in Russia in the 1950's. (That ever popular book Absolute War, Chris Bellamy, pardon my poor citation. PDH will be along to berate me properly later.)

They just had a truly huge Air Force. No bones about it.

If you have the feeling that the Soviets have "to much", and you are in "big trouble", then the Devs have nailed it, as far as I am concerned. That's why I play 1941 GC. To win before 1942. I seem to be failing at that goal currently, though.
