I was looking at the devices of the Jap arsenal. It seems that the build rate of all their main AA guns are ZERO. Does that mean that one does not get replacement guns when an AA battery is below established strength?

If the build rate will improve later in the war, how does one go about finding out what exactly is the build rate?

For the Japanese, 0 means 'made when needed'. As long as you have enough armament points, the AA guns will get built when an understrength unit turns on replacements.
