As the Japanese, my bombers out of Rabaul are set for 'Naval Attack'. The problem is, how do I get them to attack the task forces at sea and NOT the ones in port?

My bombers seem to have an overwhelming urge to attack any task force in Port Moresby while leaving the task forces spotted at sea completely alone. Naturally, CAP at PM mauls the attacking force every time.

Is there any way to AVOID attacking a specific hex or target? And therefore concentrate on more lucrative targets?

Anyone?

I think you are stuck here, as this is a common complaint.

It's not COMPLETELY unreasonable, in that a TF spotted in a port is likely to be stationary and easier to find than one at sea, so it must more up the list of the AIs strike priorites. Its very annoying, however.

The only thing you might try is avoid having any escorts available for the bombers (put all fighter on LR Cap, or some impossible mission). Since bombers don't like attacking targets with CAP without escort, they MAY avoid PM and attack other, undefended TFs. Of course, if there are Carrier TFs operating in the area they won't be attacked either . . . .
