Moreover, assuming you bomb Kuressare each turn (and you might as well -- those AGN bombers dont have that many targets early in the game), you can use Riga to sealift in infantry divisions which would otherwise have to walk. This cuts off 1-2 turns from their arrival time. Finally, even though you can't run a rail line from Riga, it acts as a supply source all by itself as long as Kuressare keeps getting bombed. This should help your units in the Pskov area.
