A couple more noob questions. I have read the manual and watched the online tutorial video on naval battle, but every time I am in a sea battle the game will not let me select my units and choose some action. Any ideas?

Also, I see threads on Rising Sun. What is it and when will it be incorporated into the game?

Go to the mod section and follow the directions for uploading.
It's probably the AI's turn.

See the fire over the ships? That's when you can click on it to shoot.

Hit the move key and you will see the AI ships shoot. Then when it is your turn you can fire back.

Each naval battle is different. Depends upon who intercepted whom. Sometimes you start first, sometimes the AI starts to shoot first.
