Do withdrawn ground units deposit their devices to the pools? I understand that the convoy units do, but do all of the others as well, including permanently restricted units?

Some do, some don't, unfortunately you can only find this information in the editor. There all withdrawing units are flagged with either a 1 or a 2, 2 means that they deposit device in the pool. (All convoys have this flag), 1 means that they completely disappear. Being restricted/permanently restricted has nothing to do with it.

From the editor manual:

Withdraw and Type of Withdraw is the date when the unit will be auto-withdrawn from the game.
This is a 6 digit number where the first two digits represent the year, the middle two the month, and the
last two the day. Type 1 is no devices are returned to pool and type 2 is where all devices are returned
to pool.

The next beta (1108k8) will make some distinction between the pooled and non-pooled LCU withrawals on the list and LCU screen.

Convoys are actually flagged "2". US ground units with withdrawal dates which IRL went to Europe have "1".  I think it is save to assume that the units sent to fight in Europe took their equipment with them. So the manual seems to be right. [;)]

Is there a way to list all ground unist and their withdraw date? In the manual it says hotkey G will show the units and their withdraw date but the only options I see are to show Hard or show Soft...

Hit the "I" key. That takes you to the Information screen. There on the right hand side are several buttons; near the bottom below list ground units you will find a button for LCUs scheduled to withdraw.
