For Modding purposes the following.

A Pulp/Steampunk Mod with Huge flying Carriers, and Support craft.
Air, Land and Sea, Units.

Something like

Which Game would work best for building of this type of thing?

Basicly it depends on if you want your creation to be tactical or operational/strategic level. in first case i'd say BFA, in second case ATG.

Both have Pluses,
Can I change combat in ATG?

Like add the possibility for critical hits, have my own tables on what is a hit (and Damage done), Misses, Minor Damage, Systems degrading as unit takes damage and so on type stuff?

The Table Top game, is Tactical like BFA, so a more strategic level is interesting to me, just trying to understand what may be doable in each, before I dive in.
