Hey Wild Man!! The reason for that is this; when you make a scenario, or campaign, whatever with one oob version, if opened with another that is different in any way from the one designed with, you will get icon inconsistencies!! I found out last night, I have a personal install based on the 2.3 oob's, as I liked the speeds and prices of them, anyhow, I run my campaign on that one. I hack each scenario in the campaign, ie, I end a campaign scenario, upgrade etc, deploy, then save. Change the save to scen, drop in the scenario folder, then redo the map, purchase enemy units, edit anything else to suit, then save before AI deploy, I then send the scen file to my brother who will deploy the AI forces, and maybe buy some 'surprises' per instructions, then sends it back. Well we both upgraded from 4.4-4.5, except he uses the 'official 4.5 oob's, I use 2.3 when I opened up the save to play, alot of things were displayed as American halftracks(the programs way of saying"I'm confused, here's the first icon in the run"), so I immediately exited w/o saving, changed to a scenario and opened it in the editor, and saved w/o changing a thing. Now when I opened it up in the save it was fine. I fear this is the problem folks are running into with WF, if the designers oob's differ in version than the current ones being used, it will display weirdness, as only some of the data from the designers oob is stored, the rest is taken from the current users oob, see what I mean? The only way to fix this is to open every scenario, save, whatever, and save each again w/o touching anything, the problem should disappear! This is a problem with campaigns, as each scenario would need to be resaved The only other alternative is equally as bad, to ship your oob's with the scen/campaign, then all the icons would be correct, unless it's the case of Czech where a number was removed for some reason!! Hope this helps, it sucks, but that's where most of the icon 'bugs' are from!!
