Reproduced the error in a new game.  What I did was rolled a game (100 planets, even clusters) like 5 or so times without letting the game run any time at all.  I changed the settings to 250 planets and rerolled a few more times.  Then I changed to irregular and rolled a couple and went back to 100 planets and even clusters and got this monster system (for the lousy Mortalens).

211 continental planets and no moons at all.  Mr. Data will like that I know!

Reproduceable? Awesome! (I can imagine a few people on this forum are gonna be "rollin', rollin', rollin'.....")

Hit it a second time? That's beyond improbable, there has to be something particular to your setup...me wants it. [:)]
