I have seen some screen shots that show the small towns being named. I have checked the manual (made the big mistake of saving a few bucks with the digital download and not having a paper manual) and I cannot find how one toggles town names on--the small towns, the black dots.

Any insight?

Make sure you backup your original map folders first, in case you change your mind about using the mod.

Let me know if you have any problems installing, but it's a fairly simple download>unzip>copy>paste routine...
