Changing TOE is not the answer. The lowest you can set TOE is 50%. If my entire front is 30% strength, fidling with TOEs makes no difference whatsoever to replacement priority. It would be astonishingly tedious if the player was expected to tweak his entire army's TOEs every turn in order to try and prioritise replacements.
