I see this fairly often.

3 divisions of a typical German Infantry Korps all make about the same max move of 16 movement points with no fighting. The HQ, Commander, and supply situation is all about equal for the divisions but then, on the next turn, the 1st Infantry Division in the Korps, for example, has a movement allowance of 8, the 2nd one a Movement Allowance of 11, and the 3rd Infantry division a Movement Allowance of 16. Why such a disparity?

commander rolls against inf rating (or is it admin?) each turn to see which units get extra MPs.

Other factors that might be at play: fatigue? supply levels per unit? Units beginning in enemy ZOC getting less supply? All units in five hexes of HQ?

Yes, fatigure reduces MPs, then a missed init or admin roll losses 20% MPs each. Leaders are important. Then supplies can further limit MPs.
