Look at the manual 7.6.6 page 149. There you can see when they reforming and are movable.

So, MDs = zero MPs. What I do not see is when the Moscow MD switchs to a Front HQ. I must be blind. Then there is the Combined Arms HQs.

Moscow MD never changes apparently and will remain a MD regardless of what happens.

If they are not listed as changing in 7.6.6, that means they never change from a MD, etc.
