I am on T7 as Axis, and the Italian Expeditionary Corps has not yet activated. If I hover, though, it says it activates T1 or T2. Is there something I need to do? I was counting on their firepower to get me to Omsk!

They should activate on turn 8 all by themselves. If you mouseover them on turn 1 it says Fnz 7. That doesn't meant turn 7, it means 7 more turns.
